Work Meeting, Tuesday, February 10, 2009
PRESENT: Adrienne Pfluger, Bob Royce, Bill Parish, Vice-Chairman; Arnold Henson, Chairman; Judith Bruce, George Christie, Harry Herrick, (Members); Steve Phillips, James Trainor, Jamie Balliett, (Associate Members); and Jennifer Wood, Conservation Administrator.
The Meeting opened at 8:30 a.m.
CONTINUATION
Herbert Gullquist (GC2, JB1), 24 Indian Fort Hill Lane by Ryder & Wilcox, Inc. The proposed construction of an addition to an existing deck. Work will occur on & within 100’ of the Top of a Coastal Bank & within the Pleasant Bay ACEC. Russell Holden, from Ryder & Wilcox, said the new Plan shows the proposal includes the removal of the stairs and platform going down the bank. Arnold Henson said this is a substantial improvement, and the Commissioners agreed.
MOTION: A motion to approve this project with the Site Plan dated February 5, 2009 was made by Bill Parish and seconded by Judith Bruce.
VOTE: 6-0-1 Approved (George Christie abstained).
ADMINISTRATIVE REVIEWS
James and Virginia Richardson, 70 Rock Harbor Road. This is a request to construct an 11’x 11’ first-floor addition with an 11’x 20’ second-story addition. There is no recent Site Plan of this property but the work is likely to be greater than 100’ from a freshwater wetland. They will erect a silt fence to keep the work out of the buffer.
MOTION: A motion to approve this Administrative Review was made by Bill Parish and seconded by Adrienne Pfluger.
VOTE: Unanimous.
Orleans Conservation Trust, 124 Arey’s Lane. This is a request to remove the existing dwelling that is about 140’ from the water of Pilgrim Lake. A silt fence will be placed around the dwelling as a Limit of Work. The house is outside the ACEC and greater than 50’ from the top of the coastal bank to Pilgrim Lake. The coastal bank is well vegetated with white pine. Loam will be placed on the previous house site and it will be seeded with native grasses. One rhododendron and 1 spruce will have to be removed. Jenny Wood said the previous Owner planted a lot of white pines so there is a forest between the house and the water. David Lyttle, from Ryder & Wilcox, confirmed that they are pumping out the abandoned septic system as part of this project.

PAGE 2-MINUTES-WORK MEETING-TUESDAY, FEBRUARY 10, 2009
Katherine Udall, 35 Keziah’s Lane. This is a request to pave the main driveway within 100’ to Lonnie’s Pond. There is no recent Site Plan of this property showing the coastal bank, but the driveway is likely to be within 100’ of the coastal bank. The Applicant also wants to do minor vegetation work on the coastal bank to keep open several windows of view by reducing the height of the shrubs to 4’ and pruning a branch off of 6 trees. Steve Phillips asked if pavers could be used instead of asphalt, and if the entire driveway was being paved? Ms. Wood said she was unable to contact the Applicant so that she did not know the amount of asphalt and which trees were being cut. This Administrative Review will be placed on hold.

MOTION: A motion to approve the Minutes from the Hearing/Work Meeting on February 3, 2009 was made by Bill Parish and seconded by Adrienne Pfluger.
VOTE: 6-0-1 Approved (Judith Bruce abstained).
A letter from Eleanor Seikel thanking the Commission for the bench overlooking Paw Wah Pond was read to the Commissioners.
The Site Visits were discussed by the Commissioners.
The Meeting was adjourned at 8:37 a.m.
